Organisation

Stara has been taking care of Helsinki as an independent operator since 2009, but our roots go all the way back to the construction office established in 1878. In 2017, Stara became a public enterprise. Stara’s operations are directed by a board appointed by the City Board. The Chief Executive Officer is Timo Martiskainen.

The chart also shows the functions under the departments. Under City Engineering, Construction are Construction 1–3, Measuring, Ground survey, Environmental engineering services, Street and ground laboratory and Technical Support. Under City Infrastructure, maintenance are Cleaning and winter maintenance, Green area maintenance, Structural maintenance and Operational Control. Under Construction Engineering are Repair construction, Engineering works and Technical Support. Under Environmental management are Nature preserves, Sea and archipelago areas, Forests, Garden Service and Production support. Under Logistics are Logistics Centre, Material Solutions, Transport Service, Work machinery solutions, procurement and Support services. Under Administration are Finance, Human resources, Communication, Administration and decision-making support, Information Management and Premises.
